Opret en Postgres-database ved hjælp af python

Brug ISOLATION_LEVEL_AUTOCOMMIT, en psycopg2-udvidelse:

Ingen transaktion startes, når kommandoen udstedes, og ingen commit() eller rollback() er påkrævet.
