Den anden gcc havde en omtale af dette:
-L/usr/local/lib -lpq -lssl -lcrypto -o ...
Det betyder, at kompileringsprocessen ledte efter et bibliotek (-l ), der tilfældigvis er ssl . Se gcc manual (https://linux.die.net/man/1/gcc ). Der står at -l er at søge i biblioteket med navnet bibliotek (i vores tilfælde ssl ), når du linker.
Noget med ssl biblioteket manglede.
Google-søgning førte til et rapporteret problem:https://github.com/psycopg/psycopg2/issues /492 . Joe Kemps svar (https://github.com/psycopg/psycopg2/issues /492#issuecomment-278481164 ) foreslår at indstille en miljøvariabel som sådan:
export LDFLAGS="-L/usr/local/opt/openssl/lib"

Det ser ud til, at din indstilling LDFLAGS løste problemet.
